UN rights envoy hails political breakthrough in Cambodia

PHNOM PENH, July 23 (Xinhua) -- UN human rights expert for Cambodia Surya Subedi has welcomed the political agreement reached between the two main political parties in Cambodia and called for promised reforms, according to his statement released by the UN High Commissioner for Human Rights Office to Cambodia on Wednesday.
"I warmly welcome the political agreement reached Tuesday by the leaders of the two main political parties, finally breaking the deadlock that has gripped the country for almost a year," he said. "I equally welcome the release of the 7 members of parliament- elect and another activist from the (opposition) Cambodia National Rescue Party (CNRP) following the deal reached."
He said the two parties have finally found common ground in the best interests of the Cambodian people.
"They deserve our congratulations, and the Cambodian people to enjoy a moment of celebration," he said.
He said, however, the agreement reached on the National Election Committee only marks the beginning of the true work of reforming the State institutions, expressing hope that the two parties will undertake meaningful reforms for the country on principled grounds rather than guided by temporary political expediency.
"This is an opportunity to carry out a comprehensive reform of lasting character in line with international standards so that the situation which has been prevailing since the National Assembly elections in July 2013 does not repeat itself," he said.
The envoy's remarks came after Prime Minister Hun Sen and CNRP leader Sam Rainsy reached an agreement to end a year-long political crisis following a parliamentary election in July last year.
The CNRP's 55 lawmakers-elect agreed to end their boycott of parliament after the prime minister agreed to electoral reforms, power sharing in the parliament and an opposition TV channel.
